An important pro-life bill known as H.R.7, or “No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2023,” was introduced to the U.S. House of Representatives on January 9, 2023. The bill is sponsored by Rep. Chris Smith (R-NJ) and is currently in Committee review before consideration by Speaker Kevin McCarthy (R).
The legislation is designed to prohibit the following:
- The use of federal funds for abortions
- The use of federal funds for health coverage that includes abortions (Such restrictions also extend to the use of funds in Washington D.C.s budget.)
- Abortions from being performed in a federal health care facility or by a federal employee
Similar to the Hyde Amendment
Historically, similar language has been found in the Hyde Amendment. Both make exception for cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman’s life unless an abortion is performed.
Because the language of the Hyde Amendment is reviewed annually in appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies, it is unstable at best.
“The abortion cartel has been successful in utilizing loopholes in the federal system, forcing taxpayers to fund its money-making, baby-killing scheme for many years,” said Operation Rescue President Troy Newman. “It is time for this to come to an end once and for all. As pro-lifers, we need to work together to make it happen.”
What is different about H.R.7?
H.R.7 makes the Hyde Amendment restrictions permanent and extends the restrictions to all federal funds, rather than applying only to specific agencies. The broadening effect of this legislation is consequential.
For example, Operation Rescue has worked for several months with a resident of Toledo, Ohio, who, along with many of the city’s citizens, are concerned about the city council considering a vote to allocate $100,000 to the Aggie Fund, an organization with a sole purpose of funding abortions.
The proposed funds were originally secured by the city through a federal grant specifically for COVID relief efforts. If H.R.7. becomes law, the ambiguity concerning such a transfer of federal funds would be a thing of the past.
Equipping You for Action
“H.R.7 is in its early stage, and it is imperative that we move on this now,” said Newman.
Originally, 104 U.S. representatives cosponsored the bill, and 34 more have signed on as cosponsors since January 9.
In other words, 62 percent of Republicans have thrown in their support for H.R.7. However, the remaining 38 percent (82 Republican representatives) have yet to confirm their support for this legislation that would prevent taxpayers from being forced to pay for abortions. And some of the detractors will surprise you.
Operation Rescue has done the legwork and provided you with the contact information for the representatives who have failed to sponsor H.R.7 in each state. They are categorized by new members and incumbents and whether they failed to sponsor H.R.7 last year and this year. Phone numbers for their district office(s) are provided.
These legislators need to hear from you, their constituents – the voters who put them in office.
Following are some helpful tips as pro-lifers join forces and insist that public servants do just that…serve:
- Call your district office, if available, rather than the D.C. office. (If multiple phone numbers are listed for your district, call the closest to your location.)
- Ask to speak to a legislative assistant.
- Provide your address to make it clear you are a constituent.
- Remind the staffer that a 2021 poll conducted by the Knights of Columbus found that 58 percent of all Americans (regardless of political party) oppose the use of taxpayer funds for abortion in the U.S., and 77 percent oppose or strongly oppose using taxpayer dollars for abortion overseas.
- State your convictions concerning abortion and, if applicable, remind the assistant of the representative’s previously stated position on the sanctity of human life and his or her promise to protect the unborn.
